I guess that accounts for the slave apportionment section: the man was accustomed to thinking in fifths. ;-)
I wish I were man enough to "Drink a pint of whiskey a day" and still function at the level that I do.
Didn't know that, and that is a LOT of booze every day!
During that day and time, the whiskey was probably safer than the water.

If slave apportionment was not in there, the slave states were ready to not join the US, and form a separate country.
There weren't any good solutions to the slave issue. Just less bad ones.
