"International Orange" is a widely available shade of spray paint, the color of the Golden Gate bridge and the "red" stripes on (non-strobelit) radio towers. Just sayin'.

Most places have a "Community Emergency Response Team" that offers free training in disaster reponse both for individuals and for actually assisting in search and rescue efforts. All it costs is time, once a month or so. They not only teach you the graffiti tags for marking damaged structures, they also teach you to make the assessment: when you see cracks in the plaster, is it more dangerous to see them running vertical, horizontal, or diagonal, for example...
FEMA just coordinates the delivery of materials to locals.
I know the post was snark, but too many people don't know the difference. :)
