Kinda reminds me of the old "Happy Fun Ball" commercial spoof on SNL.

It is impossible to make things foolproof, because one of the main components of "fool" is a certain inappropriate but dogged persistence. A fool will spend hours or days working without tools to get the covers off the HV section, then be astonished and dismayed for the few milliseconds during which he finds out that was a bad idea.
That would definitely work for Congress; the only thing that needs added is this.
Isn't "competent climbers" judgmental?
